Yes, I agree with you. Many foreigners in China barely speak mandarin. Some 阿姨 when they heard a foreigner speaking mandarin they start talking with us automatically, and I was even in a situation where they introduced me to their daughters lol. China is good for foreigners who can speak mandarin.
